Ermmm... do people need to give up ultimate slots for steel tornado? Does steel tornado need to charge up before used? Does steel tornado need to be aimed? Does steel tornado need to run up to the enemy even if you're already on top of him?

Do you see ST giving you 12% regen for having it slotted? Or 3% more damage? Or a constant stream of damage or being a distraction that makes you hard to target? Just because you seem to have a hard on for ST, does not make the bear an less a execute.

Dual Wield ability morph named "Steel Tornado" - it scales from 100% health down - so the more you spin, the more you win. Damage increases the lower health the target gets, so you spam that ability away.

Wait... guys, I have an awesome idea!
How about we use Steel Tornado on a Stamina Warden, along with Subterranean Assault (+12% Stamina and Magicka Recovery + 3% damage + Major Fracture 8% damage increase), Bull Netch (+3% damage + 200 stamina regeneration/second + Major Brutality 20% Weapon Damage), and Cliff Racer (+3% damage), and Bird of Prey (+3% damage + Minor Beserk 8% damage)... where all those animals also heal us each time they are unsummoned and then add Dawnbreaker of Smiting (8% weapon damage) or the other morph for an AOE knockdown and very strong AOE damage and DOT.
Because, guys, 20% damage boost on the bar (25% if you want to go dual swords... or even more if using hammers on tankier targets) of an 11 meter radius AOE 100-0% Health Scaling Execute ability with "after your Assault, Cliff Racer, and Dawnbreaker hits all at the same time target is at 20% health" built in Execute passive isn't OP at all. Just learn to git gud... /s

What's even better is one can literally cast Subterranean Assault, Light Attack + Cliff Racer, Heavy Attack Charge + Subterranean Assault combo the whole way until low on health when Steel Tornado execute range at 30% health and never worry about running out of Stamina for PVE or PVP. Coolest thing ever...
