I guess they are worried about excess server load if your house zone has to draw too many items. Yet they keep introducing more and more animated furnishings, so who really knows. And there's an obvious cash cow available if they ever decide to put extra housing slots in the Crown Store, because I know they would sell a lot of those packages. But they don't even do that. And they have remained silent about the issue for years. So don't hold your breath looking for answers.

Remember that ESO was never designed to have a housing system. This was added long after decisions were made that probably defined those limits. If it were easy to change those decisions, they would have probably done it already.

They take what people are willing to spend. ESO already has a reputation for being a game with a spendy cash shop, and people are still spending cash.
Emptying your RL bank account, they have no other purpose

While I can't argue with the concept of "buy only what you are getting, not what you are expecting", ZOS has muddied the waters by making references to the fact that they are looking into ways to increase the limits. It is understandable why people would look to ZOS to follow through. People have to realize that ZOS has about a billion things they would like to do, and we are going to get about 6 of them. All 6 of them will be half finished.
