As far as players marrying each other, they did, sort of.. My character did get married when the game first started. He still has the ring of Mara in his inventory with her name on it. His spouse, however, is long gone and to be honest he has hardly noticed.
Not sure why this would be needed? If its a role play situation, then you can pretty much role play the ceremony and marriage on your own. I dont think we need ZOS blessing for such.
As far as marrying NPCs, well that would be kinda strange I think for multi player game. I mean, try to imagine Naryu or Darien has 10s of thousands husbands/wives. Doesnt make much sense. But then again, maybe either of those 2 wouldnt mind..

The following is a bit off the mark, but the most compelling aspect of the original Guild Wars (3rd DLC, I think) was the ability to bring our level-20 characters on as companions.
This is not something I'd ever expect in ESO, but I do so hope for a game one day that revisits this mechanic. It's such a shame to invest so much time in character after character only to put them in stasis while we play only one at a time. For lack of it, GW2 has always felt a bit hollow to me.

Can't be any stranger than half of Tamriel employing the exact same banker and merchant to follow them around.
When it comes to marrying other characters (and perhaps I read this wrong) I was reading it as one of my characters marrying another of my characters. Which is something I've got rolling around in my head for one of my alts and alt concepts. If we could place "offline" characters in houses, I could make this seem even more believable.

I’d have no problem with this. Add it to housing, it’s instanced anyway.
LOL , I agree with you that marrying NPC is a strange thing. It's like in real life you would buy a blow up doll and get married with it
