PvE Penetration Question

Just curious will 9k penetration be acceptable, or does one really need to strive close to the 18k mark?

Penetration and debuffed resistances are two sides of the same coin. If you have Major breach, that’s 5k debuffed, so the pen mark you’ll want to hit would be 13k. Factor in a crusher enchant, alkosh, etc and you can easily get that lower.

For maximum damage you want to ignore as much resistances as possible.
