Right now steel tornado is the only thing that keeps cloak in check.

ZOS does not need more balance changes like recently. Recent patches needed precision balancing and instead of using the sniper rifle ZOS grabbed the shotgun, C4 and a mini nuke for good measure.
So, again we'll suggest small changes that make sense with the actual gameplay we see and play daily (read as actual experience) and ZOS will interpet it their own way, based on viewpoints not fully based in experience first hand.

It always hit where the caster's camera is pointing, so you can't really side-step either, so the only chance is to go through him?
