How does the scaling work when it comes to abilities you get from items. Let's take Iceheart as an example.
1. The shield that you get from Iceheart scales with Bastion, does it scale with anything else?
2. The damage (frost) you get from having the shield up, seems to scale with Elemental Expert, but not magicka/Spell Damage?

Monster sets scale with Champion points and gear quality. For example, If you add 14% more outgoing healing from the Champion tree, it'll increase the healing value of the monster set. If you add Minor/Major mending onto that, it'll also increase it.
Damage shields tied to a set bonus scale with Bastion and gear quality.
Monster sets with a damage component, like Selene's physical damage, are increased with Master-At-Arms because it's direct damage, and Mighty, which boosts physical damage.
