Isn't this the disguise item from bleakrock's quest line??

If that is the look you're going for, then all you need to do is get the Nord motif unlocked on any character, then you can create an outfit with all the pieces in Heavy Nord 2. You'll also be able to dye it any color you want.

Although I cannot be sure, but I think the gloves are one of the few stolen clothing variety among the 3 factions, in this case probably findable as the Ebonheart Pact stolen clothing. Takes some RNG and time to actually steal the right ones, and launder them just to be on the safe side.The shoulders I can live with, but do you have any idea what those gloves are?

I mean, the suits in charge certainly won't send a code-jockey to spend their paid time programming the hide function for all outfit slots without wanting to see some profit, right?

As for the lore... well, I already said it. "Invisible Armor". Enchanting your sturdy armor with an invisibility spell, to lure your foe into a false sense of security...
I mean, look at this guy:
When I first started ESO, I got my hands on this really nice-looking disguise. The thing is, it won't last forever. Some bandits will trigger the disguise into disappearing and it's not visible in Cyrodill. I also can't apply any hairstyles, markings or anything of that sort from the Crown Store. I've tried to remake it naturally since the whole look is based on existing armor pieces, but I've been struggling to do so. Could anyone lend me a hand?

Disguise disappears only when you are exposed by npcs at original area. Simply unequip it visiting Bleakrock.
Disguises I'm wearing works at Cyrodil -no idea why is not working for you...
