PvE Piercing Mark / Snipe bugged?

Could you pls do something with Piercing Mark, it seems in PvE if it's applied on a mob, this mob can cleanse the mark after 3-4 seconds and the mark disappears. it should last for 30 seconds but last only few.

In time when the mark is applied on the mob, the snipe (lethal arrow) deals no damage (snipe lands on a mob without any effect).
I have this bug while hidden. While the mark is applied the mobs status changes to hostile but they stand still in place, just the melee dw mobs are doing some whirlwind effect, after few secs the mark is "cleansed" from them and they are no longer hostile.

On screenshot, after 1-2 more seconds all the effects shown in top icons are gone.

I have seen exactly this same bug with Focused Aim (the other Snipe morph) dealing no damage. It is easy to recreate by crouching, casting Piercing Mark, then casting Focused Aim. Please note that this is only the case when solo. When grouped it deals damage as expected for some reason.

I also tested on PTS where the only skills I had were those two on a new template character and could recreate there as well, so it's not some interaction with other skills or passives.
