Clearly OP has not been around ESO very much of they would understand nothing is easy for Zos. I also do not recall a PTS patch offering us the ability to hide shoulders.

Wasn't on the pts.Was on ZoS's test servers where they can tweak things.Besides all they have would have to do would be something like any other style available.Except with this one just make it invisible.

I have 15 characters, and about 45 motifs learned in their entirety. ONE of my characters goes around in an outfit; the other 14 wear costumes. Part of the reason is the cumbersomeness of the outfit system (you can't see how an outfit looks in varied lighting until you've made and paid for it), but a large part is the hideousness of shoulders.

But yes hiding had been nice.
You can hide belt, use medium orc it does not show up.

Well I think you're actually describing part of their problem yourself right now. Their options are either to let no parts of an outfit be hidden, let all parts of an outfit be hidden, or allow the option to hide only a couple specific parts of an outfit. They likely don't want people to be able to hide EVERY part of an outfit because they likely do not want this to become a game where there are naked (or nearly naked) toons running around. But also, why would they ONLY let you hide shoulders? They would reasonably have to also let you hide gloves, belts, boots... I guess they might let people hide all parts except pants and chests. But either way you will end up with people who are unhappy that you can hide x slot but not y slot. They're probably trying to figure out this balance and the best way to navigate it, and it's probably not very high on their priority list.
