Now that I have some time, i plan to finally go to Morrowind and do all the quests. exploring, taking my time, but I have a question ...

The chances of finding Psijic portals increase if you have the Psijic Skil line level at max?

Nope. Psijic portals are shared (for people that can't see them they are simply not there) and not instanced (like containers).

Don't think so, you only unlock it with the first passive in Psijic skills, that's it.

As long as you have the first Psijic passive unlocked, you have the same chance of finding a portal as the next person.

The only thing that affects the frequency of portal spawn rate is location. Summerset/Arteum has a x2 chance (I believe) of spawning portals compared to any other zone.

The rest is just luck in beating someone else there.

There's only a limited amount of them in a zone at any given time, the level of the Psijic Skill line has no effect.
They share spawn points with enchanting runes, so if you have a mapping AddOn, simply look for those spawn points.

Hint: In some of the smaller zones you can run a farming route that will cover the respawn timer of the enchanting nodes nicely and just run a continuous loop. You'll see about 1 portal per loop on average.

There seems to be a cooldown on the "cool" loot though, the first few will drop motif pages and other cool stuff, then you'll go without any of that for quite a while (you still get set pieces etc.) and then it's rinse and repeat.

I've only ever had worthless runes and green items from portals

If you come across a runestone, harvest it. Then check the site again in 10 minutes or so as runestones and Psijic portals alternate much like blacksmith and jewelry ore nodes do.

Not often, but occasionally have gotten a decently high ticket item out of these portals. And on a related note, I am sometimes quite surprised / amused by what is dropped, so the loot table for portals must be quite extensive. Wish they spawned a little more often, but I bet those wanting Mundane Runes would beg to differ.

And no, you don't have to complete the quest line or level the skill.

The tip about having a route is good. I have a couple, and sometimes just farm that for a couple of hours. If you have a need for runes in general (Mundanes even), it's a pretty decent win-win, so long as you don't expect uber awesome drops.

And one last thing that hasn't yet been clearly stated. The best zones to farm portals are zones that drop BIS, popular gear. Because you will get those items from portals, just don't expect them to drop often.

Have to love portals in Vvardenfell - I got way more purple set gear there than anywhere else. Lots of Warrior Poet, lots of War Maiden, not so much Defilers....

I finished the whole Psijiic portal line on one girl. That was enough. I have a few others who just unlocked the vision with the first part.

Psijic Portals can be found anywhere in Tamriel.
