Character reordering not saving? (Xbox)

As the title states, when I return to the selection screen after reordering my characters, they aren't where I placed them. I've tried reordering them three separate times. It doesn't seem like there's a way to save it manually... Is it supposed to save or is this a bug? What's the point of having such a feature if it doesn't save? 
(If there is an option to save it manually, please let me know since I don't see it lol.)
