Does damaging a shield count as "damage" for sets that have "upon dealing damage..."?

Hi!

As the title suggests I am asking if the 5th bonus of some sets or some skills that state "upon dealing damage" if dealing damage to a shield (the white numbers in brackets) will qualify as dealing damage.

One such set I am curious about is Draugr's Rest which for the 5th piece bonus states "upon dealing damage with a heavy attack..." it will then provide an AoE HoT for friendlies. This could work well in PvP flag combat (Cyrodiil, Imperial City, BG Domination, BG Crazy King) with 1h&Sh heavy attack in a crowd.

Perhaps someone knows the answer to this. Short of factual answers I am interested in informed speculation with reasoning too.
