cloak morph needs to be more viable

It seems more designed for tanking. I believe that is the intent. It is somewhat in line with what the DK, Wardens and Sorc have concerning health based heals.

cause its extra vigor + minor protect that skill dont needs buff

Its not underused because it's not good, it's underused because cloak is just a better option for lots of reasons.

I personally use cloak to get out of a sticky situation where I might not survive, heal up, jump back in with ambush/fear/incap, and back to good. So, it's not that the skill isn't good, just that the other option offers way more utility and fits a certain playstyle better.

Giving you also resistances, hp for being slotted and it isMagicka Cost (what doesn't hurt your stamina sustain). Skill is strong indeed.

Even on Heavy Stamblade, it's heal is no where near as strong as Vigor. Also, does not Crit on Stamblade.

That's what I do. Works like a charm. Id like the minor protect to last longer but its a great heal if you build right.

it shouldnt heal percent wise but should rather be magicka based its unfair stamina can get vigor and this skill while magicka gets no burst heal or shields. the only heal and shields u can get is by limiting urself to use restoration staff allways
