Alliance Points- Ranks and spending?

Is your alliance rank based on all the alliance points you've ever earned in totality before spending them or if you spend say 1000 alliance points before you reach a certain rank does that mean you have to make up that 1000 points again towards reaching that rank?

its based off what you've earned--ie. if you earn 1million AP, and have spent 1 milllion ap, your alliance rank still reflects the 1 million AP earned

The answer.

If you earn 20,000 Alliance Points, you earn 20,000 Alliance Points as currency (to spend) and at the same time 20,000 Alliance Points as XP (to increase Alliance Rank).
