Bug: Magicka Flood (Nightblade Siphoning Passive) grants buff on wrong bar

Hello everyone,
there is currently a bug with the passive Magicka Flood, which is in the skill tree Siphoning of the Nightblade.
ESO: eso.live.4.2.6.1683195 / EU
Tooltip: Increases your Max Magicka by 8% while a siphoning ability is slotted.
Bug: The percentage is added on the wrong bar, and not on the bar with the slotted ability.
Another small bug: The passive only works, if you have a weapon equiped. You can see this also in the video, but I don't care about this.

In the video you can see my char without any gear.
The maximum magick is 19700 which is computed by:
(CP 160 + attribute points*111)*CP_multiplier * max_multiplier
CP 160 = 7958
attribute_points*111 = 64*111 = 7104
CP_multiplier = 1.2 // capped at 300 CP to 1.2
max_multiplier = 1.09 // Dark Elf Passive 9% max magicka.
Note that the complete formula is more complicated, but I don't have any gear, buffood, glyphs etc. So the formula breaks down quite nice. (Credits to @Asayre for his phenomenal work)
With the siphoning ability slotted it should be:
max_multiplier = 1.17
-> 21147
As you can see in the video the value is (almost) correct, but on the wrong bar.
At the end I also equip more gear. Since both staffs don't give any extra magicka, you can see the same effect.
Please try this yourself and tell me if I am correct.
Make sure to have the same amount of magicka on both bars, without any skills equiped.
Slot a siphoning ability on one bar.
Inner Light / Mages Guild Passive: Works as intended.
Are there other skills?
PvE: Since you usually use a Siphoning Ability on both bars - don't worry.
PvP: This might be an issue
