Does this skill have a cool down or a bug where it's not casting properly? Or is it me? I have recorded several videos, using either a target dummy which I could not seem to fire it at all, and just some random wolfs in the area. So I know the area to cast is set at 8 meters, and the other skills I use like Molton whip and Venomous claw is set at 7 meters, however for the life of me I cannot get Shattering rocks to function like I want it to...
Am I doing something wrong? Was there a change in this to have cool down in between casts? Like if you're able to cast it on someone, an enemy or a player, is there a cool down time in which you can cast it again? (If so was that fixed from prior to this patch because in cyrodiil there was / is a huge problem with DK's casting this, you break free and you're automatically caught in it again as there seemed to be no cast limitations)
Also inside Ilessan Tower, I had a lot of difficulty targeting humanoid enemies in that delve. If it targeted them at all.

^^^(Correction, went back in and did some more testing, seems to be working based on the wolf scenario. Also has a 9 to 10 second cool down. However I have not tested it on a player so I don't know yet if the rules stay the same or change.

From my count, it appears to have a 10 second cool down before it's able to be casted again. However again that said, to initially cast it, sometimes the skill is just shadowed out like it's not seeing a valid target in front of me even though I am clearly within the 8 meter range as you can see the 7 meter ranged active abilities fired up and ready to cast (eg: Whip / Claws).

So in a nutshell, is the targeting system faulty, and does this skill now have a 10 second cool down before you can cast it again on someone or an enemy or the closest enemy near the first target being encased?
