Leeching Plate tooltip?

Hi,
Argonian, DK, Tank (experimental building = PvE, dungeons- normal, vet?, vet hm?, trials?, vet trials?, ???):
Thorvulkin (or Selistrex, or others)
Mephala's Hand (body) - minor fracture = only a couple ways to get this de-buff [ https://elderscrollsonline.wiki.fextralife.com/Effects ]
Leeching Plate (jewelry and weapons)
Leeching Plate should be a poison DoT - increased by "Thaumaturge" (DoT) and "Mighty" (poison, disease, and physical)
However, moving around the CP points - I found that putting lots of points into "Master at Arms" (direct damage) increased my leeching damage (and thus healing) by a great amount
Leeching Plate went from 1100 tooltip to 1661 tooltip [ i want to boost Leeching Plate in order to minimize need for a healer]
Any ideas why? is this intended? is the tooltip accurate?
The idea is for a "fracture-debuff tank and/or a self sustaining tank (for +3 DPS runs) and/or/also could/would swap Leeching Plate for (other sets depending on the content difficulty), but still, the CP effects on Leeching Plate had me curious...

Noxious Breath = major fracture
Thorvulkin = minor maim and minor defile
