Vet Cloudrest: Cannot drop hoarfrost?!

Has this been addressed? I'm currently progressing VCR+ and there have been quite a few ocassions where our group couldnt drop the hoarfrost no matter how many times they spam the synergy. Hard enough trying to clear the hardest content in the game, remove this bonus "feature" ZoS please look into this!

✭You should read the Guidelines for Reporting a Bug (https://forums.elderscrollsonline.com/en/discussion/294964/guidelines-for-bug-report-forum#latest). It will help them to up-channel the information. Just saying "this is broken" is not too helpful. What system? What server? Images or gameplay video?0 -

Its definitely still bugged since PTS, atleast on +1 or higher.
This is a response from a top player with #1 score on PC EU who posted this video:
"It's not just you, funnily enough it's been around since PTS. This vid is from PTS:
