Odd graphics issues making ESO almost unplayable

For the last few days I've had two odd graphics issues, one of which makes the game virtually unplayable (especially for combat).

• Having an odd black, blocky diagonal line (starting at top-right corner) appear sporadically while the program is running (whether on loading screens, character selection, and gameplay)
• More importantly, messing up with the graphics frames in the game. Not just a slower framerate, but also that the frames run in and out on batches, or going back to actions I did a few seconds before.

For what it's worth, the audio seems to be working fine. My graphic driver is Intel HD Graphics 4600, and my computer says it's completely up to date. Restarting the computer or downgrading my in-game graphics quality doesn't help the issue either. Issues started happening around the same time I downloaded Fortnite (only a few days ago), which I've since uninstalled - although that didn't make a difference..

I would try to restore operating system to a restore point from before the issue manifested, to rule out any software changes that might have caused it.

In Cyrodil on Xbox NA, we have graphics issues too. I have a video of the NPCs showing up as black elongated cubes on the ground, and the "horizon" will sometimes turn a really pretty shade of sunset pink, blocking your view of that portion of your screen until you move your camera. It happens to all of us, whether we're on the Xbox One or the upgrade, and we all pay for spectacular internet connections. You can probably safely blame the game for what you're experiencing.
