I think people see the skill and think:
Ele Weapon -> light attack -> pause -> Ele Weapon -> light attack -> pause -> Ele Weapon -> light attack -> pause
That isn't possible, light attacks won't cancel the animaton properly or at all if I'm correct. You can only cancel the light attack animation with a skill. Skills can be cancelled via weapon swap/roll dodge/block.
So REALLY it should look like this:
light attack -> Ele Weapon -> Pause -> light attack -> Ele Weapon -> Pause -> light attack -> Ele Weapon -> Pause
This is how all weaving and rotations are performed, there is a short delay after using a skill due to the GCD. Just keep to the beat and you never need to worry about it.
I will however agree that bow's feel really awkward to weave it with, don't know why that is, something about the look of the animation.

Should you have tested crushing weapon (the stam morph) with a bow, you would have found the same behavior.
The light attack behind a projectile, it will almost always arrive after elemental weapon is activated if you weave it fast enough.
Did you know you can just cast it and forget it and get price of the skill + like 30% more of it back
But back to topic. Imbue weapons takes a practice to get used to, but ranged casting is pretty much same as any spammable so it shouldnt take much to get used to. Its the melee using it that gets most complains in my opinion, because you kinda have to reorganize around the idea that you always have to do light attack after cast to proc it, but the light attack before the cast is the one being cancelled
Plus there is small problem with the ability in melee that if you cast it too fast you can manage double cast (imbue -> LA -> imbue) which will both buff the LA in between
