You can see by the lack of replies that it's a complicated answer, @generalmyrick.

Not to mention that maximizing your enchantment does not automatically confirm a best-in-slot min-max build.

Certainly, the first and easiest thing to address is making sure the tooltip on the enchantment is maximized.

Which means if it's a crafted 5-piece set OR a dropped set that's been given a new enchantment ... be sure you apply a new glyph to it after any upgrades to quality of the gear piece. A kuta aspect runestone always ensures maximum tooltip enchantment regardless of the gear quality. Kutas are more plentiful these days than they used to be.

After that, well, it's a convoluted answer depending on your role, type of content you're running, and the rest of your build excluding enchantments.

As an additional problem, if you were to maximize the Elfborn CP star (Apprentice constellation) to 100 for crit, then you're likely lacking CP in one of the other Mage stars ... which would benefit your overall build more.

I encourage to try out the UESP Build Editor as well as utilizing PTS if you have access to it. There is no other place that's better than PTS to theorycraft builds ... especially since improvement tempers and enchanting runes are free.

Yes, Torug's Pact is a must if you're building for enchantment damage. The 30% more damage combined with the 30% reduction in cooldown means the DPS from the enchantment increases by roughly 60%-65% when using an Infused Torug's, compared to just Infused by itself.

With Infused Torug's, typical long-term average proc rate is 1.9-1.95 seconds. Short-term average can be every 1.7 seconds. Unfortunately the stuff that allows enchantments to proc doesn't mesh well with the optimal proc time, so you end up with less than the ideal rate. Infused by itself typically has a long-term proc rate of about 2.5 seconds.

The CP stars that directly contribute to enchantment damage are Master At Arms (direct damage), Elemental Expert (magic damage), Spell Erosion (penetration), and Elfborn (crit damage). Those are the CP stars you're going to want if building for a magicka character anyway (along with Thaumaturge). You still want a roughly even balance between them (with a slight preference for Elemental Expert, and Elfborn coming last), as optimizing for overall damage is going to be similar to optimizing for enchantment damage, and the other damage you do still matters.

As for other gear sets, enchantments are not affected by max magicka or spell damage. Set bonuses that will affect enchantments are spell crit and spell penetration. There are only a few sets that give a useful amount of bonuses in that direction. Options include Mother's Sorrow (lots of crit), Julianos or some similar types (some crit), Spinner's Garments (penetration), and perhaps the sets that give Minor Slayer, for a general boost to trial and dungeon damage.

An inferno staff will also boost the damage from the Destruction Staff passive. You can use a lightning staff backbar and inferno staff front bar and still get the inferno bonus most of the time. I find it easier to just do lightning/lightning and not worry about the inferno bonus, because of other benefits from using the lightning staff.

Also, the Prismatic Onslaught glyph with an inferno staff does crazy amounts of damage in undead and daedra-focused dungeons. It basically doubles the already #1 source of damage.

As for effectiveness, I'm currently running a Torug + Spinner's build at CP350, and getting about 20k DPS. The enchantment damage is still my #1 source of damage, although Liquid Lightning is close to catching up. Swapping Torug's to, say, Julianos leads to a drop in my DPS because the DPS loss from lower enchantment damage is greater than the DPS gain from the higher raw stats that Julianos provides.

I speculate that by the time I cap out CP, and manage to optimize light attack weaving, that other sources of damage will eventually rise to the point that they will beat out the enchantment damage, but I'm still not entirely sure when that will be, just based on the math.

Right now, the damage of the enchant also depends on what procs the enchantment, whether it is a damage over time, like wall, or direct damage, like force pulse, is what it uses in cp, thaumaturge for the former and master at arms for the latter. Pretty sure it is this way in the on the PTS.
