Is a blazing shield templar viable anymore. Or will be with the new shield changes?

    Not really.

In fact they nerfed the shield damage because of the changes that they can get resistances next patch, but they failed to realize that this will result in less damage outward since they will burst less often.

Classic x affects y situation that ZoS always seem to need several patches to get right. Nonetheless the shield, even without the buff-nerf, is still only remotely useful on a very high health build. And even then it's pretty useless as anything but trolling.

Blazeplar builds have been mostly abandoned after the first set of nerfs the shield changes. The shield is no longer viable as a damage source and the recent nerf to its damage just makes it a worse skill; however, the build dynamic for the blazeplar has changed. Over the course of the past couple of months, I have been trying to bring this build back and after some testing I have found a viable way to implement it in cp and non cp pvp without being curb stomped or resource drained to death.

In the past blazeplars were known for stacking max health and doing huge damage with blazing shield, but that playstyle is no longer viable due to the nerfs and humungous strain it puts on your resources. To adapt to this we need a sturdy build with both good sustain/mobility/and damage. Heavy armor is not the best for damage, but there are a few ways to work around this. To get out of having to run sustain sets/food for super high base regen there are three notable abilities which can alleviate the need for it. These abilities are elemental drain, introspection, and channeled focus which if used properly give you 1080 regen + introspection ticks for an additional 3k on top of base 1.5k if running all regen glyphs. This is not even including potions into the mix. The benefit of heavy armor is that you can stack mitigation to insane levels. 30k resists + Ice staff +Blazing shield + introspection(Major protection)+temporal guard(minor protection)+ empowering sweeps(15%+4% per person hit) and light of Cyrodill makes you neigh unkillable. Sadly though the unique buff on empowering will be major protection next patch, but the benefit is that it has a near 100% uptime with invigorating drain and lasts way longer.

Blazeplars main source of damage now is from aoes, spell penetration, and spell damage. To maximize our effectiveness we must take advantage of every damage booster we can since nowadays holding up your shield won't net you any kills. Therefore I recommend going off meta and pick out double destro lightning/ice. The lighting staff's blockade can proc off balance and exploiter giving a 10% damage increase. Spell damage pots are helpful as well. To do viable damage the best options are to take aoe damage proc sets such as thunderbug, infernal guardian, or stormfist and stack it with proxy det, elemental blockade and an aoe ult of your choice. Well placed stuns can cripple opponents within your death field. To deal with the smarter, ranged, or heavy hitting players dark eclipse is a great ability to help whittle them down and heal you in the process. Using abilities like this can net you a good amount of kills and add to group utility.

Below is a link to the build that I currently use. Perhaps you can use it to inspire your own blazeplar.
