Very very few NPC (Jorunn the Skald King, for example) have memorable voice lines (goojap by voice actors - it was still the same people who changed their voices to make those npc memorable).

im sure we could also shoehorn any of the following in there
Dexter Fletcher (great as some sort of market trader in)
Danny Dyer (clearly a pirate)
Stephen Fry (mages guild?)
Dawn French/Jennifer Saunders (Some sort of Wyrd Tree double act)
Frankie Boyle (a skull with tourettes)

No! Sir Cadwell is unique and I want him to stay unique. John Cleese did excellent work on it and I really don't want it to be buried under more cadwellike voices.
Same goes for Rigurt, the bestest ambassador in all of Skyrim. I have no idea what voice actor covers his voice, but please do NOT use that voice anywhere else.
They do hire new voice actors occassionally I think. Prior to Horns of the Reach I never heard Keith Silverstein in ESO but he is definitely in Bloodroot Forge. I do agree though that a greater variety, especially for new content to feel fresh, more voice actors would be appreciated.
