Another BG-s related bug?

Joined que (solo), got in after a long time (still the "Someone declined..."loop). My team had 4 players. One of the other ones had 1, third had 2 players. "Waiting for players" - waited for about 3-5 minutes. People started to leave (from all teams) and were replaced with new ones. That didt help. Still never reached 4x4x4 and never started, eventually I left too and got the penalty (20 minutes). After penalty I qued again and the same thing happened again This time I waited longer, almost 15 minutes.
Both arenas were the ones with the snow storm (Mor Khazgur if it matters). PC/EU
Anyone can help with a fix or smth?

I waited for an hour (had a dinner meanwhile) and the match never started. It looked like the game put some limit on number of players in a team, lower then 4 as we could wait for 10+ minutes without anyone joining and then after many people had left together they were replaced immidiately.
So basically when you encounter this bug, just leave. It wont ever resolve

This has happened to me a couple of times, and again yesterday, really frustrating, also PC EU
