The reward amounts are a joke compared to the amount of time and effort some players put into the campaign. They also do do nothing to encourage players to try PVP or for regulars to stay in Cyrodiil longer. IMHO they need a complete rework.

I feel bad for the people who have been farming him for over two years and still hadn’t gotten the skin. This. Fought him around 50 times and nothing. Finally caved and bought the skin.

It seems to be enough for people to keep fighting to win, from what I've seen. Maybe more keep repair kits or a unique cyrodiil-themed furniture plan might not hurt.

The 'rewards' are fine the way they are, but they could add something helpful to pvp like a stack of 100 wall / door repair kits, or a couple of FW camps, or a few sieges ... you know, something related to and useful in open world PVP. I don't know if these would be considered a 'reward' in the traditional sense (since these things are only useful in pvp), but these things would make a nice addition to what we get now. Maybe the faction that comes in last place would get more of these things and the team in first place would get less.
