Unknown Passive Resource % Changes

I have recently noticed that resource % passive skills have changed, at least on the UI description. Anyone know specific patch notes or have noticed similar? If so, which passives have you noticed it on, and have you experimented and tested it to see if it correct in game?
For myself, I have noticed these changes on Redguard and Nightblade passives:
Previously:
Redguard = 10% max stamina
Siphoning Passive = 8% max magicka with Siphoning ability slotted
Current on Newly-Made Character (within the past month or so):
Redguard = 12% max stamina
Siphoning Passive = 10% max magicka with Siphoning ability slotted
Any changes to other racial or class passives from older to recent character creations?
Any link to patch notes if possible?
