Taken from class rep meeting notes:

The reps agreed that players are too fast and that Swift Jewelry is a primary offender, especially when it was additive to other speed boosts and Forward Momentum. The reps did not agree that the Major Expedition was too strong.

PTS Patch Notes v4.2.2:

Reduced the duration of the Major Expedition buff granted from some item sets to 8 seconds from 20 seconds. The affected item sets include:
Dreugh King Slayer
Quick Serpent
Vicious Serpent

Quick serpent OP I guess or? XD . Maybe it didn't collect enough dust so it needed a nerf to be sure people are deconstructing it before they finally make it a rework so people have to farm old trials again. That's the only reason I can think of.

      Swift jewelry (gold) x 3 (2 rings and a necklace) provides a 30% speed buff, which is what major expedition is.
      speed buff for each jewelry piece: 6% (white); 7% (green); 8% (blue); 9% (purple); 10% (gold)

      The assumption being that 'players who wore swift jewelry' wore all 3 jewelry pieces with the swift trait and golded out their jewelry which would give them a 30% speed buff. The next assumption was that these players used additional speed buffing items to get a speed buff that exceeded 30%.

      How the reps came to acquire this information, well, we don't know. They either have access to information or software the rest of us don't have, or it was merely speculation and conjecture on their part.

      Either way, since 3 gold pieces of swift jewelry provide the same speed buff as major expedition (30% speed buff), it would be logical for the devs to nerf everything that provided major expedition (after all, nerfing only 1 source of major expedition would not fix the pain point represented by the class reps). Presumably, nerfing sources of major expedition will cause a trickle down effect that should, in turn, make it more difficult for players to configure builds that exceed the 30% buff to speed.

      Or, they could have just lowered the speed cap, but hey, that's just my opinion.
