I think when people say race doesn't matter that much, this is misleading. This game caters to different audiences. There are those who enjoy the story content and the questing, who perhaps came after playing Bethesda's single player games. From all you've said, you seem to be that type of person.
On the other hand, there are those who play this game solely as an MMO, who have grown tired of questing or never liked it in the first place. Such people quick-level characters by grinding, then they either go PvP, or they group up with others to do ever harder end-game PvE content.
For overland, public dungeons, and some of the easier group dungeons, race doesn't matter at all. Basically that stuff is so easy, and you have so much headroom to grow in power via CP and experience, you'll eventually just steamroll it with a broom and bucket. For PvP (well, solo PvP), veteran trials, veteran arenas and veteran DLC dungeons you need every edge you can get. There is a distinct jump in difficulty when it comes to that content. Here race matters a lot, unless you perhaps don't care about high scores in PvE or 1vXing in PvP, but you are also extremely good in the first place.
In other words, race is really unimportant until you progress to end-game, where it is suddenly very important to optimise race along with every other aspect of your build.
I get the feeling that a lot of the respondents in this thread, who talk about class balance, are end-game players. That's where your original question "What is the best class for magicka" really matters. What you have to ask yourself, though, is whether you are actually interested in end-game content. For example, I came from Oblivion / Skyrim, quested for a while, and today I mostly PvP. I realised some time ago that this is a very broad game and I didn't want to complete or become proficient at all of it. Also take the other extreme: Fishing, trading and house decorating. You need no combat proficiency for that at all. I knew one person who only played the market.
If you just want to craft some gear, Julianos + Seducer will probably do the trick. If you have some gold, and you are running pet(s), buy Necropotence. Maybe farm Lich. My CP3xx friend is running the latter two in his soloing / PvP build.
To the best of my recollection dolmens give extra XP for each new one you do. If you sit on the same one, while waiting for respawn, you won't make optimal use of your XP drink either. Of course you may be thinking of the 3 dolmen Alik'r run. Good for getting jewelry to deconstruct.
I think the optimal grind spot is still Spellscar, in Craglorn, as long as it's not too busy. Do it with no more than two people, drawing 2 to 4 groups of mobs at a time. Use training gear and Mythic Aetherial Ambrosia, if you can afford it. Tip: Level the Connoisseur passive first, so you get 50 minutes out of that drink. Haven't timed it, but I seem to remember claims of levelling a character to 50 in 5 hours, which seems about right, when you don't count the preparation (making training gear etc.). Skyshards, Undaunted Mettle, Lorebooks, and the Psijic skill line are the bigger grinds.

It works in PvP and mid-level PvE. I swap Javelin out for Luminous Shards in PvE, and maybe stick Elemental Blockade and the destro ult on the destro bar.
The main feature of this build is that, by combining Prisoner with Race Against Time, you can sprint almost indefinitely, which is unusual for a magicka character. The reason for wearing Overwhelming Surge is to counter nightblades in PvP. To counteract the squishiness of an all light armor non-shielding setup I went with some protective jewelry and that Hist Bark sword, which brings up the resistances. You can easily tune the build by having multiple swords, though, for example a Nirnhoned or Sharpened Willpower sword for more damage.
Sorry, I don't play sorc, so don't have a build I could share for that class.

If i understood OP right, he's not looking for BiS top 2% dps or anything. Its literally for questing, so chill out guys. So, my suggestion is play what feels most fun. For me most fun PvE class is magDK. Super cool effects on skils and you can always switch up your rotation and skills, that is if you like firemage/battlemage type. If you preffer cold go warden, or Sorc if lightning. HF!
