Why are the values for Ghastly Eye Bowl so low? This looks like a BUG.

    That's just different design over time and not checking old data or changing it.

    The Halloween recipes came first and the Winter Event ones came later, so they had higher stats because they were designed to in order to still draw people to collect recipes that did the same things, especially the green quality recipes.
    It's power creep in its most obvious form.

    It's just like how nightblades had Siphoning Attacks which healed based on weapon attacks for one value regardless whether the attack was light or heavy and the different times those require while wardens were released with a better version of the same skill in Lotus Blossom that heals more for heavy attacks and less for light attacks and heals other group members also.
    It took them a year and a half to finally raise the nightblade Siphoning Attacks heal when heavy attacking with the Murkmire patch coming, but it still isn't as good as Lotus Blossom still heals more.

    Newer stuff is always better.
