With the intent of the shield nerfs being to limit sorcerers (and face it, it really is about sorcerers) from face tanking too much, while having to be more thoughtful and tactical about positioning and applying shields, it seems only right that Bolt Escape and morphs should lose the penalty. It seems wrong to penalize 1 class for using a defining class ability which is going to be even more necessary now to maintain some semblance of defense.

Yeah simple as that, if Nightblades can have unlimited sneak ability without penalty for spamming it constantly, they are not getting increase cost for casting that particular spell.
Then remove the sorcerer teleport increase cost! If you keep this shield delayed cast mechanic which is mildly saying ***, then remove the penalty from Streak and Teleport abilities and it's morph, make sorcerer able to teleport like in the old days. Just think about this, it's fair in my opinion.
