This event is a collective effort to get that measurement bar up to reach the level measured in percent for that particular reward (up to 100 % for house).
It is not enough to just own Summerset, you will need to full fill Summerset Pathfinder achievement and on PC you have access to both NA and EU account (from log in screen) which means two Pathfinder for each userID is how you can increase that bar. According to Gina there is three platform (PC, Xbox and PS4) and all have EU and NA access, so in total there is 6 ways to achieve Pathfinder, if one have all three platform and Summerset on those. If you already have done it on one character before event had started it will be counted as part of event.
Just be aware that when you go to the other account (NA>EU or EU>NA) for the first time, you will be starting from scratch and have no access to speed buff from CP and no bank where you can transfer things from other toons. Your ESO+ sub will still be active, so have access to double bank space and all other benefits like access to DLC zones etc.
If you build a toon for only doing this event, make it a stamina build (max out attribute points in stamina and collect stamina gear - you get more stamina and stamina regen which make it easier to keep running) and use run/sprint instead. It is faster to run/sprint then to use a mount (which have no speed or stamina).
You will probably have in game mail with the same kind of content/reward for purchasing ESO and Chapters etc as you had on the other account that you can now use. Maybe even Crown Crates where you can transform items into Gems and buy upgrades for mount speed (and some stamina as otherwise you will be very fast kicked from mount and stunned, if you aggro any group of ranged NPCs). Look for groups in zone chat that offer invites or use friends, guild(s) and group up to get access to teleport around to nearest wayshrine from rooster or through add ons that make it easier to do this from map view. Don't forget that you get free house in Alinor, if you do that house quest a new toon. It is a really short quest and give you a free teleport independent from where you are on map (and you can then go to WS ain Alinor and use it to get to other WS for free).
