Generally, in my experience, you still have to consider the weather, and looking up/around you will determine if it is 1) cloudy, 2) rainy, or 3) neither...the 3rd answer would be the sunny skies. Yes, it's silly, but that's how I've seen it work.
It's messed up before you even try answering. If it's sunny, then it's cloudless (generally). The 1st and 3rd would usually be the same thing. Cloudless works at night, sure, but if it's day time and cloudy what would the answer be?
