Can I buy the summerset steam upgrade if I have the base game from the official eso page?

Anyone knows if I need the base game bought through steam to get the upgrade or is it just a code that I need to redeem in the official webpage?

    If you have purchased a non-Steam version of ESO, you will want to purchase a non-Steam Summerset upgrade.
