Weapon Enchant Question

Looking for a little clarification on weapon enchants. I have a Lightning Staff with a Flame enchant. The blue bar is empty and I assume that the enchant no longer works (is this a valid assumption?), although it is still shown on my weapon. I have a flame enchant in my inventory, but when I go to the 'enchant' option, on my weapon, the flame enchant does not show up, although a Shock enchant is showing.
What am I not understanding about the process?

You can't replace an enchant with the same enchant, which is why the flame enchant doesn't show up. The good news is that you don't have to. It needs to be recharged, which takes a full soul gem, and should show up as an option along with enchant item when the weapon is highlighted in your inventory.

and you never tried clicking on the "charge" option? some people...

If you are on the PC, I can not recommend this add-on enough, http://www.esoui.com/downloads/info1091-AutoRecharge.html. it is so handy, I haven't had to worry about charging my weapons in 2 years
