The effect of this set bonus has been bugged since the rework in Clockwork City dlc. When the „dot“ is applied, every singular tick is dodgeable, either by evasion, or active dodge rolls. This is not how dot‘s, that have already been applied to the target, work. Every other dot in the game, once applied, can not have it‘s ticks dodged. I had occasions where the entire damage of this effect was „dodged“. Very inefficent and faulty in PvP, where this weapon has its exclusive use. Best fix to this would be to make the dot an actual bleed.
