Mounting bug and random disconnects while gathering

I frequently get a bug where I am told I can't mount right now. Zoning to a new area or logging out and in again fixes it, but it happens often enough (several times a day) that it's annoying. Usually happens after combat (though not always), but I am not stuck in combat (the message for that is "cannot mount while in combat," and there is no red border around the screen when in inventory, and I can do other things usually blocked in combat).
Also, I get random disconnects sometimes, generally when I am gathering resource nodes. The screen freezes up first as I hit E, or sometimes the option to click on E isn't there at all. A few moments later, I can't move and then the disconnect happens. I know random DCs happen, but this always happens when I am harvesting resource nodes. I've reset my router, but it doesn't seem to help. I don't have issues with my internet, except for this. My spouse plays on the same internet, on a mac (I am on a PC), and it doesn't happen to him when gathering, though he gets DC'd in Cyrodil a lot.
My computer is fairly new. The processor is a Intel(R) Core(TM) i7-8700K CPU @ 3.70GHz, 3696 Mhz, 6 Core(s), 12 Logical Processor(s), and my video card is an NVIDIA GEForce 1070 Ti.
