Sounds like an awesome event!
Haven't been to summerset, even though I pre-ordered it. Was gonna wait until I was done leveling a few characters and completing what I want on them. But for this event I will complete this achievement.
I honestly doubt ZOS would let nobody get the house, so I believe the house is basically a 100% to achieve.

Gina did state they made the required participation something they expect is achievable though we really don’t know what that really means.

Can I use my PC account at consoles without buying the game? Or PS4 account at PC?
I ask it cause I have bought Imperial physical collection for PS4 two years ago and never used the key to play since I don't have the console
I think you can ask them to transfer your account to PC only once in a lifetime. But @Gina_Bruno or someone else needs to confirm that.
@ZOS_GinaBruno This is some serious question: Some say they heard it's per "character" per server but you said it's per "account" per server. I trust your words but can you confirm that again?
Side Question: If it's per character can we create and delete over and over again to achieve multiple times? I can buy more character slots to do that.
Note: I have 10 characters (all champion) on PC/EU and 2 characters (one champion) on PC/NA and willing to create more to achieve that on every character if that's the case.

The event starts on the 20th, but it says in the FAQ that if the achievement was already done, it will be added to the tally. So, for someone like me, that does not have it done. Am I able to do it today and have it add to the end goal; or do I now need to wait until Thursday because that initial 20% count is done and closed?

The 100% completion goal on the Summerfall Event progress meter is a goal-post we set when designing this event that we believe everyone has a high likelihood of reaching. We want you all to have fun with this event and successfully earn all three event rewards, and we chose a goal with that in mind.
While we aren’t disclosing numbers – that would take away from the fun! – we can again confirm that “100%” does not mean 100% of all players who own ESO or even Summerset.
