The Psijic passive Shield on "Block"...Is it your savior?

I really don't think the Psijic Passive "Concentrated Barrier" is supposed to make up for losing shield functionality. Obviously I've started actually thinking of what is available one way or another...Even items you have to pay for (Another thread on that)
Concentrated Barrier passive
While you have a Psijic Order ability slotted and Blocking, you gain a damage shield that absorbs 5000 damage (2/2). This damage shield recharges back to full strength after you spend 10 seconds not Blocking.
Putting 100 points into Bastion raises this from a flat 5000 mitigated damage to 6250 We are saved \o/

The shield strength in PVP is 1/2 of that, around 3K
