[Vanilla+IC spoiler]More screen time for the elder council?

So far we have seen only several elder council members:

Clivia Tharn - Empress-Regent. Kidnapped/Killed by Molag Kena and impersonated, location unknown
Abur Tharn - After being freed from Mannimarco and dealt with Molag Bal, ran back to Niben and study the amulet of kings.
Mannimarco - Killed in action by the Vestige, and the soul is captured and tortured by Molag Bal.
Itinia - A rather unrelevant character in alliance sewer base.

Except them there are several named councilers in "Minutes of the Elder Council" http://en.uesp.net/wiki/Lore:Minutes_of_the_Elder_Council

The quest-related ones are already gone or missing, and since Itinia is in the sewer, and another member Vandacia was in Gideon (which was supposed to be in murikmire dlc, but got removed), others have been absent from the game, I do not understand how such council are still able to "appoint" emperor/empress (You will receive the appointment letter from them when you reach emperorship)

Maybe a bit more screentime on their whereabouts?

    I've not even tried to become emperor so I've not seen the letter but are you sure it comes from the same Elder Council?

    Based on the lore book you linked the 'actual' Elder Council are barely even pretending to have control over anything outside the city, and seem to be (deliberately?) ignoring all the real issues going on in favour of focusing on trivial matters they can control. Would they even notice that a coalition of provincial governments has declared one of their armies leaders to be the new emperor? I highly doubt they'd actually acknowledge it if they did.

    It seems more likely to me that just like each alliance has declared themselves the rightful rulers of Tamriel and is attempting to take over Cyrodiil they've also appointed, or are ready to appoint, their own Elder Council with entirely different members to the one in the Imperial City.

    That might be the case, but if that's the case I would love to see the elder council members for each alliance

    The Elder Council is constantly fleeing from keep to keep on the Emp ring, always bargaining with rival factions for safety. When one faction captures all the keeps, the Elder Council is held at sword/stavepoint and forced to crown the new emperor.

    It must be exhausting. No wonder Itinia is hiding out in the sewers.

    Second this; the last I recall hearing of them was one of Abnur's 'Answers Your Questions' articles, and that just said they were in an "undisclosed location".
