Power Leveling And Skill Progression

So, I made the mistake of leveling several characters to around the 20-40 range instead of getting just one to Champion Level. I know that skyreach runs in craglorn give a good bit of XP, but considering that I am quite under leveled to do the skyreach grind myself, and the fact that paying someone to run you through is about 10k for just one run, which does jack crap at level 39 not to mention that Im barely scraping by as far as gold goes, leaves me to suffer through the slow grind of solo quests and dungeons. So, my first question is; What is currently the fastest way to grind out levels?

On a side note, can anybody explain to me the specific mechanic for raising a skill/skill category's rank/level? What i mean by that is what specific in game action causes say, "snipe" on the bow skill tree to advance from rank III to rank IV, or the two handed skill to progress from 32 to 33? is it simply the act of using the skill, or making a light/heavy attack with the weapon (which seems unlikely), or do you have to actually deal damage? If so then how is the amount of progression achieved in the skill rank/level affected by factors such as the amount of damage, or who the target is? does dueling a player cause your skills and skill trees to progress? Summarily; what is the fastest way to advance your skills/skill trees?

I can't answer the first question because I never power level. But for the second question, just slot the skill and it levels as you gain XP. You don't even have to use the skill.....it just needs to be slotted on the bar that is active when you gain the XP.

Yes, just slot them. Gaining any xp (from kills, quests, etc.) progresses your skill lines of your currently equipped skills and equipment (armor type, weapon type). So when taking quest reward don't forget to switch the appropriate bar and slot skills you want to level. :)
There are several skill lines that need to be leveled by specific conditions, I'll try to name some of them, please feel free to correct me if I'm wrong:
    • Alliance war skill lines are progressed by gaining AP for completing AvA objectives. Skills are progressed by slotting them and gaining XP.
    • Soul magic skill line is progressed by completing main quest (Prophet, Harborage). Skills are progressed by slotting them and gaining XP.
    • Werewolf skill line is progressed by gaining XP if WW form. Skills are progressed by slotting the on WW bar and gaining XP while in WW form.
    • Psijic order skill line is progressed by closing these shiny thingies in Summerset. Skills are progressed by slotting them and gaining XP.
    • Fighter's Guild skill line is progressed by killing undead and daedra. Skills are progressed by slotting them and gaining XP.
    • Mage's guild skill line is progressed by finding lore books all over Tamriel. Skills are progressed by slotting them and gaining XP.
    • Undaunted skill line is progressed by completing daily dungeon pledges and turning them in. Skills are progressed by slotting them and gaining XP.
    • Vampire skill line is progressed by simply gaining XP. Vampire stage however can be decreased by feeding on humanoids and increased by time (6 hours for 1 stage if I member correctly) and sped up by using vampire skills.

There will certainly be something I mixed up or forgot but I tried my best ^^

the first random group finder dungeon you do each day will give big amount of xp.

kvatch arena quest at gold coast gives a sizable xp for a very short daily quest.

cyrodiil has 5 towns, with 10 daily quests each. many of them are short, and all of them gives sizable xp. in particular, chey has quests that can be finished in abt 20 seconds.

and you need skill points in additions to just levels, just clear every public dungeons and delves for both xp and skill points.

While much in the old guide https://www.tamrielfoundry.com/articles/general-tips-for-new-or-returning-players/ is out of date, some parts still hold true, including:
    • You level up active skills, class skill LINES and weapon skill LINES according to what's on your skill bar at the moment you gain experience points. So it is often advisable to have a special skill bar just for quest turn-in.
    • You level up weapon and armor skill LINES according to what you have equipped at the moment you gain experience points.
    • Other skill LINE leveling does NOT happen the same way. Crafting, Fighter's Guild, Mage's Guild, Undaunted, Legerdemain et al. each have their own leveling mechanic. But individual active SKILLS from any line (among those that have active skills) level as described above.
    • Passive skills do not level per se. Your skill line level, however, affects which passive skills you can buy.

You see i would love to run dungeons, but combine satellite internet with a free vpn and bam. ping is so high that all ive been able to do lately is solo questing and a little cryodil alliance war. it really sucks. especially since random battlegrounds + dungeon is like a free level per day. on the plus side i did get a wild hunt guar today 😂😂
