PC NA No Campaign listed for Imperial City

Level 21 EP PC NA character with ESO+ active so I have access to Imperial City. While an objective appears in Journal to speak to a specific NPC and I can place a Map Marker, the marker does not appear on any Map.

I read that joining the appropriate Campaign is required for Imperial City/Cyrodiil, but I cannot find an obvious choice for IC to participate in the current Imperial City Anniversary Event. Help, please.

It's every campaign. Each has a version of Imperial City, so just pick one.

FYI, that's not the only quest without any marker. There are some bugged ones, but anything that has multiple stages, like maelstrom arena stages, or has multiple starting points, will often direct you wrong or not direct you at all.

Worse, they broke all quests last year when they broke "show on map" for every quest so that it now shows you where a quest is "in your current zone" which means showing you whatever manual door to another zone seems appropriate to some very dumb program. So you want to see where on the map of Craglorn to go for a quest, upper or lower makes a big difference, but you're in Coldharbour....good luck. It will tell you to go back to the way you came into Coldharbour most likely and then from there you wil be directed likely to a boat/caravan NPC that has options and you have to pick the right one and then from there another zone link.
It doesn't even direct you to the nearest wayshrine, let alone just load the proper zone and show you where the quest is actually at in the zone it actually is in when you choose the option "show on map".

It's broken as hell.

Choose any campaign.

Then travel to one of 3 Imperial City sewer entrances. They'll be marked with a big Imperial Dragon symbol. You might have to transit to the nearest keep and then ride.
