Cannot open Alliance War menu

I'm supposed to go to Character and go to Alliance War but it's not there. There is also a shortcut to press L to bring up the Alliance War tab but it doesn't do anything. Thank you for your help, I hope for a quick response.

An add-on could be affecting your user interface and preventing the Alliance War menu from opening. Please try disabling or removing add-ons and see if you can access the menu.- Go to the "Elder Scrolls Online" folder in My Documents.
- Open the "live" folder (NA megaserver) or "liveeu" (EU megaserver).
- Remove all files from the "AddOns" folder.
- Remove all files from the "SavedVariables" folder.
- Remove AddOnSettings.txt from the "live" folder.
