Cannot open Alliance War menu

I'm supposed to go to Character and go to Alliance War but it's not there. There is also a shortcut to press L to bring up the Alliance War tab but it doesn't do anything. Thank you for your help, I hope for a quick response.

An add-on could be affecting your user interface and preventing the Alliance War menu from opening. Please try disabling or removing add-ons and see if you can access the menu.

1. Go to the "Elder Scrolls Online" folder in My Documents.
2. Open the "live" folder (NA megaserver) or "liveeu" (EU megaserver).
3. Remove all files from the "AddOns" folder.
4. Remove all files from the "SavedVariables" folder.
5. Remove AddOnSettings.txt from the "live" folder.

Also... Is the character you are trying on at least level 10, if not it needs to be.
