Resource Bug

So when fighting I’ll notice quite often that after a fight or something when I’m recovering health, mag, or stam that when I’m not pressing anything or activating any abilities my resource bars will fluctuate and I’ll lose resources thus hindering me recovering to full. I’ve seen it on streamers with stock UI, LUI, and FTC. I personally use LUI. Was wondering if this is a UI visual or not.
