There's now a UI option called "Advanced Mod Descriptions" which shows additional information about items when you press Alt. It breaks down the mods of the item into separate prefixes and suffixes.
This is from patch notes for a game "Path of Exile" which has basic gear information as a default but allows you to see every capability/limitation with the press of a button. Because ESO has fairly vague information - is Hurricane direct damage or AoE damage? - perhaps this could be something ZOS can implement to make life easier. Gear as well as skills as well as passives suffer from lack of clarity and need to be enhanced. Looking up this information online results in a lot of old data which is no longer current/relevant. For someone to keep an updated online database is too much of an ask especially because some changes are so vague that they require testing before making concrete assumptions.
