Hotbar is blanked out and locked

This happened after the 1.38 update. When entering combat I found that light/heavy attacks were not working and I could not use any abilities on the hotbar. When I attempted to switch to the backup hotbar it would not allow it.
It popped up “Cannot weapon swap from this hotbar”
I escaped from combat and started trying to figure out what the problem was. After unequiping my main hand and backup weapons and re-equipping them I was able to use light/heavy attacks again but still no abilities. I checked the skills tab and found that my hotbar had been wiped out and was blank. All of my abilities and upgrades were still purchased though. I tried to reassign my abilities and found it would not let me.
It popped up “cannot assign abilities to that hotbar”
Weapon swap in the abilities tab is grayed out and does not work. I tried purchasing new abilities and assigning them with no success. I have equipped different weapon types with no success. I logged on to my other characters and they are working normally. I deleted the game and reinstalled it to my PS4 and the issue is still there only on one character.

Gonna have to wait until the next DLC to get a fix?

It sounds a bit like the sprint bug but more severe.

You could try quickly tapping the sprint button, that usually fixes the sprint bug which also greys out the skills.
Small chance it will work but you can always give it a try.

Still having this issue. Since my main character is unusable I may have to just cancel my ESO plus and play a different game. It’s a shame because I’ve been with it for years.

Is your character a WW? ZOS changed the skills bar so that you can rearrange your WW skills on your bar from the knowledge page. If you are a WW, I would try and cure that and see if that fixes it.

I don't play on consoles, but on your screen shot above your skill bar is the word "special", makes me think the game is stuck on the WW skill bar.

Spent 9,505 gold clearing skills to see if it would let me reassign. No luck. No current effects other than my boon and eso plus. Tried to do a support ticket but after putting everything in it wouldn’t let me submit it. Sure would like an update on that “fix” I was told about.

Yes, is worst. With sprint bug you sprint and usually is solved. With this bug you cant do anything. I've tried everything... sometimes is 15 seconds bug, and sometimes is some minutes bug. Doesnt matter where you are or that you are not in combat anymore and hidden under a tree since a minute. The skills are not greyed this time, but you cant bar swap.

thats what i was going to say, i got this when i was a werewolf for the first time on a new toon. Anything i slotted on the back bar was over written by the new ww skills.

Edit, the fix for me was slotting all ww skills on the back bar.

Am not a werewolf and never have been. Don’t have the effect in my character screen so no way to assign those abilities.

Have the bug as well for 1,5 month now, luckyly not on my main char. I wrote the support and they only wrote me once back what was not helpful at all. After they just ignored me and further tickets I submited where just deleted. So it‘s 2,5 month since they have seen the bug, is there any intention to fix it soon?
