I'd prefer to see it activate on non-consecutive light attacks. That's all it really needs to be good.

The description has always said that but it still triggered between skills.
That's kinda lame, but it doesn't matter since it's only worthwhile for WW builds ever since Morrowind anyways.

Considering the set is useless because of the debuff anyways outside of werewolf builds?

Know what else would be lame? If animation cancelling was fixed, since ZOS tried to remove that and failed. Eventually they just said "f*ck it" and called it a feature.

Action prioritzation is not a bug and never was
Molag Kena is good on WWs and really nothing else. The debuff should be changed to something else. A defenses-based debuff would be better suited to it being a DPS set.
