Major Gold Coast Experience Scroll - only 13 gems for extraction

So I just opened my latest log in reward Crown Crates, and then extracted gems, and the Major Gold Coast Experience Scroll only gave 13 gems for extraction. I believe this used to be 33 gems. Has this changed, or is this a bug since they do cost 100 gems to buy still?
