Let PVP guild traders be useful again...weekly trader and occupation taxes

^Cyrodiil is getting an update, and now it's a good time to make cyrodiil traders great again!
The traders can be switched ONCE a week, and can only be switched when the keep/resource is captured by another alliance.
Once your guild captured the location and get yourself a trader, you own it for the week even if they are occupied by another alliance later this week.
However, if you lost your location to another alliance, your trader is gonna pay taxes (say 3%?) to the other alliance when purchases are made, therefore less money into players' pocket.
This way, the near 100 traders in pvp zone can be useful again since they won't be flipped very fast, but if you lose your spot, you are gonna pay extra taxes.
And more useable trader spots means less competition in overland area so no more crazy 5M gold+ for a week bid, and also encourge ppl to defend "their spot"
