With the Wolfhunter changes, fishing nodes now display their water type as part of the base UI. This was 90% of the purpose of the Hissmir Fish-Eye Rye drink in the first place.
Sure, it gives some magicka and stamina recovery <be still my beating heart> and creates the glowing effect ala 'Keen Eye' for fishing nodes; but the glowing effect is based off the substrate and not off the top of the water's surface, so deeper water nodes have nearly all of this glow active under the water where it's practically invisible anyway.
My proposal is that Hissmir Fish-Eye Rye give the same fishing effect as the Arteum Pickled Fish Bowl in that it increases your chance to catch rare fish. Edit: Someone else suggested a better alternative to keep this recipe unique - Let Hissmir Fish-Eye Rye double the return per cast like glitched Arteum was doing immediately post-Summerset, but without the requirement to have exactly two people fishing the node. We already know this is possible since the Arteum recipe was doing it. Just put in whatever code that recipe had (minus the 2 person thing), and there we go!
The recipe calls for Bervez Juice and Corn Flower which tend to be mildly costly. The ingredients aren't on par with the rarity of the clam gall required for the Arteum, but the latter recipe also gives a substantial boost to max health and magicka, making it much more viable than the mediocre recovery granted by the Hissmir.
Unless changes are made, Hissmir Fish-Eye Rye will stay completely irrelevant from this point forward.
Edit to promote a better idea.
