The context here would be as a new user who doesn't want to subscribe to ESO+, but has enough to pay for one DLC, or;

    1. Imperial City (end-game content, one of the best places to farm, infinite replay-ability [especially so if you like PvP], and the Imperial City is the center of Cyrodiil and heart of Tamriel -- the entire basis/icon of ESO and The Elder Scrolls franchise, so what's not to love?)
    2. Dark Brotherhood (beautiful zone and great storyline [I personally own the Linchal Grand Manor large/notable home here], this is my favorite zone to afk/idle in, regardless if I'm in my house or not, lol, and of course, you get the mythical, dreadful Blade of Woe special ability, to one-shot assassinate most NPCs from stealth, it's so satisfying to use, every time, lol [access to the Blade of Woe also makes the Thieves Guild content much easier to do])
    3. Orsinium (very large zone, lots of content, decent story, great farming area [for mats and/or exp], and you get access to Maelstrom Arena [if you're into solo-content and endgame gear])
    4. Thieves Guild (decent story but it's a very small zone -- I wish it had more to it, tbqh, and you also get access to the Maw of Lorkhaj, a 12-man trial, if you're into PvE endgame content)
    5. Clockwork City (another small zone, a decent story that directly ties in and connects the Morrowind and Summerset Chapte main stories, you also get access to the Asylum Sanctorium, another 12-man trial, if you're into PvE endgame content, and in addition you get access to the Transmutation crafting system to use for endgame gear [if you're not in a large guild that already has access to a Transmute Station via in their own Guild Hall -- a player's home])
    6. Everything else (Wolfhunter, Dragon Bones, Horns of the Reach, and Shadows of the Hist are all group-based Dungeon DLCs, so take your pick! Each offer their own monster helm sets and dungeon sets that are all viable and useful in the current competitive endgame meta, but these 4 all rank tied for last equally because they are all instanced zone areas with unique/special/tricky game-play mechanics that are intended for group-play and not regularly encountered throughout the rest of the base-game)

    I would highly suggest purchasing any of the #1-#5 content first. OR, subscribe for 1 month, try out all of the content/areas, unsubscribe, and then simply purchase the DLC content/areas that you liked the most)

    Orsinium hands down. It was more of a Chapter than a DLC, before Chapters were even a thing.

    You had a HUGE PvE zone full of things to do, including delves, dungeons, bosses, dailies, quests - AND you also got Maelstrom Arena, which was/is the most challenging and most fulfilling solo content in the game. For the money, it was a wealth of enjoyable content.

    IMHO the Clockwork City's lore, atmosphere, and final convo is worth the price of admission. Also it gives you access to a Transmutation Station in the Brass Fortress, which is a great incentive for those who don't have access to one via ownership, friends, or guildmates.

    • Parse Food for PvE:(DPS) Ghastly Eye Bowl (increases Max Magicka by 4592 and Magicka Recovery by 459 for 2 hours).
    • Gold/Purple Food for Sorc PvP and Meme Tanking:(PvP) Clockwork Citrus Filet (increases Max Health by 3326, Health Recovery by 406 [useful if stage 1 vampire], Max Magicka by 3080, and Magicka Recovery by 338 for 2 hours). Witchmother's Potent Brew (Increase Max Magicka by 2856, Max Health by 3094, and Magicka Recovery by 315 for 2 hours.
    • Trash Potions when feeling cheap: Regular CP150 Essence of Magicka pots that I obtain frequently from playing the game or Crown Tri-Restoration Potion obtained from dailies.
    • Crafted Potions: Essence of Spell Critical (Bugloss, Lady's Smock, and Water Hyacinth). Without magelight this is my primary means of obtaining Major Prophecy on my Sorc, which increases my Spell Critical Rating. This also heals and restores magicka. Essence of Immovability (Columbine, Corn Flower, and Wormwood). I use this in PvP, since this gives me stealth detection, knockback immunity, and restores magicka (better to use it when competent allies are nearby, since it might reveal that you are surrounded by multiple players in stealth and you will not have an emergency pot available after use). Essence of Invisibility with only 2 ingredients (Blue Entoloma, Namira's Rot, Nirnroot, or Spider Egg). I use this in PvE content that requires stealth and if I need more speed I'll use Rapid Maneuver before using the potion. Essence of Invisibility with 3 ingredients (Blessed Thistle, Blue Entoloma, and Namira's Rot). Very useful in PvP alongside the vampire Dark Stalker passive, since you'll be invisible, ignore movement speed penalty while in Crouch, and you'll have a 30% movement speed boost from Major Expedition (I always have this slotted when riding from point A to B in PvP land, since gankers are always lurking). My templar/arcanist will mostly use Essence of Health (Tri-Stat Potion) Ingredients: (Mountain Flower, Columbine, and Bugloss).

    Dark Brotherhood. The content there sends you all over the map and the Blade of Woe is a great feature you can’t get anywhere else.

    You can steal all you want without the Thieves Guild dlc. This dlc does open up opportunities all over Tamriel as well, not just the thieves caches (singing treasure boxes) but also thieving quests all over the map as well.

    Clockwork City has the transmutation station so I feel like that’s a must have if you don’t play with a large community/guild.

    I’m having a lot of fun with Orsinium but it’s not something I’d miss as much as the features of Dark Brotherhood.

    I wish I could enjoy Imperial City, they need to give it a separate queue from Cyrodiil and/or make a pve only version. Yes I know it’s mostly empty, and I’m practically safe but maybe the reason WHY it’s empty is the reason why it should be pve only.

    Dungeon dlcs are bleh. Yay super hard content I might get to do once and not even get a chance to enjoy the story. If they had a no rewards Story Mode then I’d care more about dungeon dlc. To this day I’ve only bought one and that was because I wanted the wolf mount and wolf pet that came with Horns of the Reach.

    Orsinium was more content than Summerset and it's trial was better as well. 2nd would be clockwork.
    I am currently worried for the future of ESO. Population seems like it is in free fall and the cancellation of the North America in-person gathering feels very much like pulling the plug. Kudos on fixing the in-game economy though. Clearly whatever gold shenanigans were happening the last couple years are fixed.

    it's almost a toss-up for me between TG and DB because of the beautiful Gold Coast zone with a fully functional Kvatch (I can never play Oblivion again without Kvatch Rebuilt), but I hadda go with TG because no matter how hard I've tried to do otherwise in the standalone games, I somehow always end up playing the thief...

    Just because its fueling the Crying Threads regarding VMA its by far the best DLC in my personal honest opinion. Its always neat how they also try to find excuses around the Git Gud aspect of the game.

    Regarding the "dungeon dlcs": its probably Shadows of the Hist which was my favourite because it was actually hard content at the time back in the 561cp days. All of the other "dungeon dlcs" have been cleared within the first day, which is kinda sad that you gotta live with it for the next 3 months.

    Close call between Orsinium and IC. To be honest they are the only two worth having. Orsinuum was a wicked zone and has vMA. It's PvE got me back I to the game

    IC has that longevity, and if you PvP you just need it.

    BUT I think ZOS should make it base game. Charge 500 crowna foe it this anniversary then go base game, help the pop

    While Orsinium was an amazing zone the Transmutation Station was a total game changer and removed a massive amount of tedious grind from this game. I also liked the story for this zone.

    Houses: all sets crafting hub at Rosewine Retreat inn room, Erstwhile Sanctuary as actual Dark Brotherhood Sanctuary, Hunter's Glade as werewolf tavern (downstairs), Strident Springs Demesne as adventurer's house.
    Wishlist: character slots, minstrel personality, molten war torte and white gold war torte recipes, Willowpond Haven, Kor and Hildegard houseguests, crown crates.

    Clockwork City feels out of place in ES lore with me. A "world within a world", built from influence of the Dwemer, but the second I entered the city, I fell in love.

    The artificial scenery, lighting, and atmosphere just make it a wonderful place to visit, especially at night. I just sit on the bridge to the city at night and just admire the view.

    I'm currently running through Clockwork City with my Altmer, and quests start coming back. I'm looking forward to the crows again. Perhaps this time I can get the staff I want with a motif drop.

    The runner-up, Orsinium, was just completed two days ago. Yeah, I tend to get to things later than everyone else. The MQ ticked me off, and I never had so much pleasure dealing with the death of an NPC than this gave me. I was even pleased we helped at the funeral, giving them a second death as I thought "Rot in hell."

    But the shock was discovering where a gold level recipe originated. All this time, I thought it was a random drop. Yet, here it is, dropped right into my hands for doing a quest of chasing ingredients. Gold, I will never get back. At least now I have two characters who can craft it (my Bosmer started Orsinium, did not complete it).

    Dark Brotherhood would never be considered. The second I was given the Blade of Woe and basically had to kill innocents ruined the DB for me in this game. It's as though the devs literally said, "Meh, screw it. These kids will kill anything with a heartbeat, so who cares about lore."

    This pissed me off. The DB isn't about killing random civilians. It's about killing on contract. There is a difference. Having to kill for someone isn't the same as my character killing someone.

    Until this is fixed, I will never, ever finish DB.

    Thieves Guild is a good premise shot straight to hell. The broken sneak system (good grief, why hasn't this been fixed and why, for the mother of all gods, are we having to deal with this broken piece of crap in other DLC?) and the main quest so poorly written you'd think a 4 year old did it just ruined this DLC. Love Hew's Bane, though. Gorgeous.

    As for the rest on the poll... meh. Made for trinket hunters.

    Though, should we disregard this idiocy of "chapter vs. DLC", of course, Summerset would win hands down. The devs really made up for TG with this one.
